Government to remain in office until new Cabinet is confirmed
RIGA, May 14 (LETA) - With the resignation of Prime Minister Evika Silina (New Unity), the current government will remain in office until a new Cabinet of Ministers is approved by Saeima.
According to the Cabinet Structure Law, if the prime minister resigns, the entire Cabinet is deemed to have resigned. The prime minister must immediately notify the ministers of his or her resignation and thus also the resignation of the entire Cabinet, as well as submit a relevant written notification to the president and the speaker of Saeima, says the law.
The law also stipulates that, upon resignation of the Cabinet, members of the Cabinet have to continue performing their duties until the moment Saeima expresses confidence in a new Cabinet, unless Saeima decides otherwise and appoints persons as members of the Cabinet who are assigned to temporary performance of these office duties until confidence is expressed in the new Cabinet.
As reported, Silina announced her resignation on Thursday. Her government was approved by Saeima on September 15, 2023 by 53 votes.
Several ministers have changed since then. In April 2024, former Prime Minister Krisjanis Karins resigned as foreign minister. Karins was replaced by diplomat Baiba Braze.
In June 2024, Saeima confirmed Agnese Lace as culture minister after the previous minister Agnese Logina stepped down.
In February 2025, Silina released Transport Minister Kaspars Briskens, Education and Science Minister Anda Caksa, and Welfare Minister Uldis Augulis. They were later replaced by, respectively, Atis Svinka, Dace Melbarde, and Reinis Uzulnieks.
Finally, after the last local elections Smart Administration and Regional Development Minister Inga Berzina resigned and was replaced by Raimonds Cudars.
LETA also reported, the Progressives, which is part of the government coalition, on Wednesday called on the president to start consultations on the formation of a new government and will urge the opposition forces in the Saeima to vote for the resignation of the Silina government. The Greens/Farmers has said that Silina's government has thus actually fallen.
The conflict between the New Unity and the Progressives escalated on Sunday evening after Silina announced dismissal of Defense Minister Andris Spruds (Progressives) at the same time as he announced his resignation. The decision to call for Spruds' resignation was taken after the drone incidents in Latgale, pointing to a loss of confidence in the minister and problems in the sector. For his part, Spruds announced his resignation, taking political responsibility and trying to prevent the army from being drawn into political games.
