113 homes have voted against contract with RNP housing manager
Riga, Jan 20 (LETA) - During the privatization completion process in the second half of last year, 113 of the houses so far managed by Rigas Namu Parvaldnieks (RNP) municipal housing manager voted against entering into a contract with RNP, representatives of RNP informed lawmakers of the housing and environment committee of the Riga City Council on Tuesday.
These decisions were taken when the management company held votes on the completion of privatization. They were held gradually over six months. This was necessary because the Saeima adopted in its final reading amendments to the Law on the Completion of Privatization of State and Municipal Residential Houses, establishing the obligation of the state or municipality to manage privatized apartment houses.
This right and obligation expired on December 31, 2025, irrespective of the decision of the apartment owners. From now on, the management of the building will be the responsibility of the apartment owners' association.
In the process of completing the privatization, 113 houses voted against entering into a contract with RNP. 38 of them have established an association and will manage the house independently or have chosen another management service provider.
However, other 75 houses had not chosen the future management model by January 1 and are currently provided with minimum mandatory management services by RNP, as required by law.
The company has fulfilled the obligation imposed by the legislator by organizing surveys in 2025 for a total of 2,819 houses or 130,154 apartment owners who had not previously taken over the management of their homes from the municipality.
Overall, the votes of the apartment owners indicate a high level of customer loyalty, with the majority of customers deciding in favor of the contractual cooperation offered by RNP.
RNP is currently wholly owned by the Riga City Council. Its turnover in 2024 was EUR 80.569 million, an increase of 8.55 percent compared to 2023, and the company earned EUR 9 million. RNP employs around 2,000 people and manages around 3,000 buildings.
Discussions have started in the Riga City Council on the sale of the company.
