Altum grants EUR 2.8 million for reconstruction of Daugavpils Ice Hall
RIGA, Jun 3 (LETA) - The Daugavpils Ice Hall energy efficiency improvement and reconstruction project has attracted financing of EUR 2,850,982 from Development Finance Institution Altum, LETA learned from the municipality.
30 percent of the allocated funds, or EUR 900,310, is a capital rebate. This means that this amount will not have to be repaid.
The municipality explained that the Daugavpils Ice Hall was built more than 26 years ago. It is the fourth largest ice hall in Latvia, with 1,234 seats and 750 parking spaces. Both the building itself and its equipment are outdated and require large investments in daily maintenance.
By decision of the Daugavpils City Council of July 17, 2023, the ice hall was invested in the share capital of Daugavpils Olympic Centre for the purpose of participating in the Altum program. The municipality pointed out that, thanks to this step, the contract for the reconstruction of the Daugavpils ice hall has been concluded.
The project is expected to complete the technical documentation by January 2027, while construction work will start in April 2027 after the hockey season and will be completed within six months - by September 2027.
The energy efficiency improvement works will include the replacement of the refrigeration equipment, the construction of a new base for the ice freezer, the replacement of the hockey boards, the renovation of the roofs, window facade structures, rooms, as well as the rebuilding of the ventilation and lighting system.
Based on the results of the open tender, a contract has been concluded with Taikin Build for a total cost of EUR 3,137,935.
According to Firmas.lv, the turnover of the Daugavpils Olympic Centre, owned by the Daugavpils municipality and the Latvian Olympic Committee, was EUR 4,102,374 last year, and it suffered a loss of EUR 390,873.
Taikin Build had a turnover of EUR 2,077,679 and made a profit of EUR 21,103 in 2024. Financial data for 2025 are not yet available. The sole owner of the company is Jevgenijs Sivacovs.
